Children of the Andes exists to rescue, protect and rehabilitate the street children of Colombia. COTA's main operational partner is Fundación Niños de los Andes, which works in Bogotá, Cajicá, Subachoque, Manizales and Tauramena. The founder and director of Fundación is Jaime Jaramillo. COTA also supports these Colombian organizations: Patrulla Aérea Colombiana, Medellín; Dame la Mano, Medellín; Fundación Educadora Infantil Carla Cristina, Medellín; and Hogar Infantil el Dulce Hogar. COTA has support groups in Ireland, France, Germany and the USA.

Established on 5 May 1949. Each year the Steering Committee on Social Policy, which consists of senior offricials from departments responsible for national social policies, recommends a study subject on a theme falling within its competence. Its 1991/92 programme dealt with "homelessness." However, it was decided from the beginning of this research, to focus a subsequent piece of research on the specific phenomenon of street children, which then became the 1992/93 coordinated research project. The report of this study was published in 1994: Street Children. Strasbourg: Council of Europe, 1994. 88pp.
